21st October 2018 - Lottery Scam

On 21st October 2018, telephone number +919606673512 was reported as being used by scammers to pretend to be Dr. Urjit Patel working as Governor for Reserve Bank of India using email address res.bank@accountant.com as part of a Lottery Scam.
A Lottery Scam is a variation of an Advance Fee Fraud Scam. Instead of the victim being offered an inheritance or some other funds by a stranger, they will be told that their email has won an online lottery and to collect their prize they just have to email someone to claim it. Of course, there will be fees that need to be paid, and the prize (usually cash, but sometimes luxury cars as well) doesn't actually exist. These scams often pretend that the lottery is being sposored by a multi-national corportation sch as Ford, BMW, Microsoft or Facebook; although sometimes they claim to actually be a real lottery such as the UK National Lottery. There is no such thing as a lottery that picks random email addresses to win - if you haven't purchased a ticket for a specific lottery then you can't win it.

Dear XXX
An amount of GBP 850000.00 from Coca Cola, UK has been received here at Reserve Bank of India (RBI) on your behalf.
It is further to be transferred to your local bank account in Tanzania as provided. Due to the hard cover tamper proof insurance bond attached to your file, we are unable to deduct the cash handling charge required by the Government of India.
Please arrange for the Cash Handling Charge of USD 678.00 to be paid to the Government of India (GOI-Revenue department) and the transfer of the funds into your nominated account shall be initiated.
You are to send the fee through Western Union or Moneygram in the name of the following officer, who shall remit it on your behalf. Please send the payment receipt confirmation to res.bnk@accountant.com
Your funds shall reflect into your account in no later than 3 working hours post the receipt of your fee.
