Here is the email that the scammer sent to his victims.
I have a cell phone. Here number of my mobile phone: + 7(967) 865 7157.
But I didn't connect service of an international telecommunication. In
Russia it is necessary to pay additional money for service of an
international telecommunication. Earlier I had no such need therefore
I didn't connect this service. ON THIS YOU CAN NOT HAVE TO CALL ME
!!!! YOU MUST UNDERSTAND THAT !!!
