12th March 2019 - Advance Fee Fraud Scam

On 12th March 2019, telephone number +2348125710238 was reported as being used by scammers to pretend to be Amal Pepple using email address amalpepple@secretary.net as part of an Advance Fee Fraud Scam.

In Advance Fee Fraud Scams, the scammer will offer you something of high value (a large sum of money or gold for example) and all you have to do is pay a "small" fee. What the scammer is offering you does not actually exist and the scammer will come up with fee after fee that needs to be paid by the victims, until he either runs out of money or realises that he has been scammed. The scammer will often pretend to be real people or companies, use fake websites and introduce various characters, all with the aim of convincing the victim that what is being offered to him is real.

Dear sir,

Attached herein, find a copy of Newspaper clipping in which your name was among Contractors and Beneficiaries of outstanding funds shortlisted for immediate payment by the Federal Ministry of Finance.
This was announced by the President of Nigeria, President Muhammadu Buhari, while thanking the US President Donald Trump on his re-election victory this March 2019. He that why the payment to Contractors/Beneficiaries have been delayed is because most of them do not have certificates of Fund Origin and thereby the Federal Government could not establish properly their Contract Site and where their funds originated, and as a result of this, the Ministry of Finance cannot authorise CBN to release funds to them irrespective of various 'Payment Approvals' issued to them in the past.
The President said that all Contractors/Beneficiaries who have genuine Certificate of their Fund Origin should not hesitate to forward copies to us to enable Ministry of Finance to authorise their payment delays.

Contractors/Beneficiaries who do not have original Certificates of their Fund Origin(due to loss) are required to come down to Nigeria and resolve their Contract Sites with the Ministry where they executed the Contracts, especially the NNPC Contractors. Those who are not able to come to Nigeria are advised to instruct their attorney to contact us in order to swear affidavit of loss of Fund Origin Certificate before we can authorise their payment. Those who presently have no attorney can contact us for possible reference to hire a resident attorney for them.

You are advised to respond to this email immediately with your identification card to enable us process your payment to your designated bank account.
Furthermore, if you have statement of your Payment Approvals issued by former handlers/officials, we would like you to forward copies to us.

I have also attached Payment Processing Form herein. Kindly fill this form and return to us as soon as possible.

This is to inform you that you are among the foreign Contractors/Beneficiaries announded for immediate payment of your long awaited funds by the President of Nigeria, President Muhammadu Buhari, which commenced this second quarter 2018. See your name in the attached Newspaper clipping.

Recall that during the Bilateral Meeting between Nigeria President, Muhammadu Buhari and US President, Donald Trump in Washington this May, and while soliciting for the US government to assist Nigeria Military to end terrorism in the North East Nigeria, President Muhammadu Buhari had assured the US President Donald Trump of his government resolve to commence payment to foreign Contractors and those with inherited funds across the nation during the second quarter of this year.

President Muhammadu Buhari said that that payment fees and charges have been scrapped for genuine contractors/beneficiaries who have fulfilled their payment requirements.

The president also said that due to claims and counter claims by beneficiaries, all beneficiaries must submit the following particulars for their identification and authentication prior to their payments:

2. Total fund applied for:
3a. Beneficiaries' contract numbers(for contractors)
3b. Beneficiaries' Claim Form(for inherited funds & compensations)
4. Fund origin certificate(certificates of origin of funds)
