4th November 2018 - Advance Fee Fraud Scam

On 4th November 2018, telephone number +233237358522 was reported as being used by scammers to pretend to be Dr. Solomon Ocloo working as Head of Foreign Remittance Unit for Barclays Bank Ghana Limited using email address info.barclay.gh@financier.com as part of an Advance Fee Fraud Scam.
In Advance Fee Fraud Scams, the scammer will offer you something of high value (a large sum of money or gold for example) and all you have to do is pay a "small" fee. What the scammer is offering you does not actually exist and the scammer will come up with fee after fee that needs to be paid by the victims, until he either runs out of money or realises that he has been scammed. The scammer will often pretend to be real people or companies, use fake websites and introduce various characters, all with the aim of convincing the victim that what is being offered to him is real.

Here is the email that the scammer sent to his victims.
Dear XXX,

I am Dr. Ernest Kwamina Yedu Addison, the Governor Bank of Ghana (BoG). I am pleased to inform you that you are among the list of foreign beneficiaries that are eligible to receive their Contract, Inheritance and Lottery payment/compensation for an amount of $1,500,000.00 USD (One Million Five Hundred Thousand US Dollar), as directed by the President of the Republic of Ghana, (Nana Addo Dankwa Akufo-Addo), as well as the office of the Fnance Minister, Mr. Ken Ofori-Atta, and in conjunction with the United Nations (UN) and International Monetary Fund (IMF) delegations directive following their meeting last week due to petitions from those who are scam victims. We are obliged to carry out this compensation exercise in a view to eradicate the activities of some corrupt individuals, as well as some Government officials whose activities has given the country a very bad image overseas. We are working towards a corruption free society, by promoting and upholding integrity at all levels, with a view to enhance more international trade relationship between our Government and the international community.

It was agreed that in order to retain the good image and name of our motherland Ghana and the rest of the African Countries, all victims who lost their hard earned money to faceless African scammers should be compensated with the sum of $1,500,000.00 USD (One Million Five Hundred Thousand US Dollar) each. We assume that this will assist them to start a new life after their ordeal, and you are enlisted in the compensation payment list, that is why we are contacting you right now for your immediate claim/transfer of your compensation payment to you.

All you have to do now is to contact (Dr. Solomon Ocloo), Head of Foreign Remittance Unit of Barclays Bank Ghana Limited. After contacting him, he will inform you of the requirement and procedure for transferring the compensation fund to you, and please, I advice that you follow his instructions to facilitate a smooth and prompt transfer of funds to you.

Please find as an attachment together with this correspondence, your "PROOF OF FUND OWNERSHIP CERTIFICATE" so please make sure you also attach the document together with your mail to him when contacting (Dr. Solomon Ocloo) the Head of Foreign Remittance Unit of Barclays Bank Ghana Limited, so as for him to recognize you as the rightful beneficiary designated to receive these funds.
