Hallo, I am try to get loan and this man in Brazil say he offer me loan but I pay fee up front is this scam?

The fact he is asking you to pay a fee upfront is proof that he is a scammer.
There is no such thing as international loan lenders, so unless you are also in Brazil he would not be able to offer you a loan anyway.
Please can you post his email address and the mails that he sent you.
